The heavy first load
You play unofficial, non-commercial multiplayer in the browser. The first load downloads about 380 MB of game data, then caches it. That transfer is the port's own data, not a file you supply from a disc. Desktop and Chrome are the recommended setup. Give the tab time before you decide it has failed.
No install means you are not handed a desktop client. It does not mean the transfer is small. Skate 3 is also slow on the first visit, because it streams a converted copy you own. This wait is the browser fetching the multiplayer build, and later visits use the cache.
The port is not affiliated with id Software, Activision, or Bethesda Softworks. The long official-sounding name is not a publisher download. You are in a fan port of the multiplayer game.
Among the other classic hosts
Quake and Quake II also install nothing, with an eight-player cap and without this 380 MB line. Urban Terror is FrozenSand's game, the featured map is ut4_casa, and it is not Unreal Tournament. Half-Life's start page uses a memory default of 150, which is a setting, not a download size.
If you came from a Quake game expecting an eight-player room with a tiny transfer, read the field list again. These games share a cluster. Their loaders do not behave alike, and the 380 MB warning belongs only here.
This is a fan port, not an official re-release. The tab invites you to multiplayer. Search for Castle or Wolfenstein finds this game under the full name.
